I'm not sure Genoa is attractive as a *major* peering point because
Milan is only 150 km away. Sure it's possible, there is even a small
IX (Ge-DIX), but I doubt that a large number of major networks are
interested peering (whether IX or PNI based) locally.
Major networks will peer in Marseille and Milan already, which is not
*that* far a part. All of those cables also land in Marseille.
But Marseille is very different than Genoa. Marseille is 800 km away
from Paris and has a large number of land paths that go in each
direction. Also a large amount of people live between Marseille and
the next major peering point. The same cannot be said of Genoa.
So I think Genoa can be a minor peering point, but I doubt it will
grow to major. Hopefully I'm wrong.
